And I have also made sure task manager isn't limiting it and the box there is unchecked.
The bios says there all there bit Windows says there is only 16 gigs installed and another 16 available. I even found a command promt online and it showed 4 dimms. I'm really at a loss!Ps.

The computer was built about 3 weeks ago the bios is up to date until that point. It's most likely a compatibility issue.
All memory chips aren't the same. I've found that Windows does something a bit strange when it finds a compatibility problem with some RAM even when the BIOS and all programs sees the full amount.It takes half of it and adds it to the swap file memory (virtual memory) instead of using it as addressable memory.
I think it might have to do with the RAM memory chip density and whether the RAM uses single or double sided modules.If you run System Information (from search) you'll get a pop up window and will see on the front panel some memory information. Your installed will be the full amount but your physical will be half of that. Moving a bit farther down the list you'll see that your virtual memory will actually be your missing RAM added to the swap file.So Windows can and does use the RAM, kind of. It's like a to supplement the HDD/SSD swap file memory, which is good. It'll reduce the slow down you see when using the swap file, by a lot I'd say. OTOH programs will be limited to just the physical RAM, which could be bad.
It depends on how much physical RAM any single program needs at any one time.Windows is actually pretty good at memory management so I highly doubt you'll ever need more than 16G of physical RAM. But if you have an edge use case which does need more then you'll need to check the mainboard site and only use their recommended RAM.Edited to clear up some terms used.Edited to add: to back up my assertion for those downvoting this response.

I have an HP Pavilion 500-246 that I got a great deal on at Office Max. I've been very happy with it, but I have a habit of opening multiple tabs in Firefox and it gets bogged down. I decided to add another 8 GB of RAM to the machine, and now even though the BIOS recognizes it, my settings show 'Installed RAM 16GB (7.18 usable)' The machine seems a little peppier, but how can I get it to recognize all the RAM installed?
I've used msconfig to change the number of processors, and unchecked the max memory, but when it reboots, I see the same thing.
